At the start of October we welcomed a new senior researcher and three new Civil Service Fast Streamers to the team.
Serina Fuller is Crest's senior researcher and will lead on qualitative and quantitative research across both research and consultancy projects. A chartered psychologist, Serina completed her PhD on policing and mental health in 2021. Before joining Crest, Serina worked for His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services as a research officer and for the Metropolitan Police Service as an intelligence researcher.
Serina said:
I’m really looking forward to working on impactful projects that make a difference in the criminal justice system and the process of being able to engage with key stakeholders on important issues, especially with members of the public.
We also welcomed three new Fast Streamers who have been seconded from the Civil Service to the Crest team as part of a 6-month placement.
Eleanor Matheret will be supporting our work on Strategic Needs Assessments and Crest's projects with the Crown Prosecution Service. She previously worked at the Department for Work and Pensions as a Disability and Health Analyst. Here, she worked on the impact of the Covid and post-Covid world on Personal Independence Payment (PIP), designing a microsimulation model to forecast volume of individuals claiming PIP. She also worked as Data Design Analyst for the Valuation Office Agency.

I'm excited to get thrown into the world of crime and criminal justice at Crest and apply the skills I acquired on the civil service Fast Stream in a new area.
Eileen Chou is our first Financial Insights and Improvements Lead and will lead a programme of work to derive financial insight from Crest’s data. Eileen will report to the board regularly on key indicators and developing a consistent approach to budget management across the organisation. Eileen previously worked at the Department of Digital, Culture, Media and Sport, the Home Office, and the Department for Business, Energy and Industrial Strategy in various finance teams.
Eileen said:
I’m looking forward to applying my knowledge and skills at Crest Advisory while also learning about how finances are managed in the private sector. I’m excited to help shape the way finances are managed and reported within the company.
Strategy and Policy Projects Lead Theodore Dick will be developing and leading policy-based projects for clients across the crime and justice sector. Theodore is in his second year of the Civil Service Fast Stream, having previously worked as an International Migration Policy Advisor at the Home Office. Before the Fast Stream, he studied Philosophy, Politics and Economics at the University of Oxford.
Theodore said:
I look forward to learning about the criminal justice system, and hopefully adding to the knowledge-base around issues affecting communities across the UK.
